Community Care Expansion Preservation Program


Overview:

In 2022, the California Department of Social Services (CDSS) began administering the Community Care Expansion (CCE) Preservation program to provide funding  to support licensed residential adult and senior care facilities that serve Supplemental Security Income/State Supplementary Payment (SSI/SSP) and Cash Assistance Program for Immigrants (CAPI) applicants and recipients, who are experiencing or at risk of homelessness.

In 2023 the Sacramento County Department of Child, Family and Adult Services (DCFAS) accepted nearly $12 million in CCE Preservation Grant Funds to preserve and avoid the closure of licensed residential adult and senior care facilities. 


The Grant Funds are dedicated to 2 categories:

  • Operating Subsidy Payments (OSP) - Funding through March 31, 2029 to support the day-to-day cost of operations to prevent the facility from closing or reducing the number of available beds to SSI/SSP and CAPI recipients
  • Capital Projects (CP) - Funding through September 30, 2028 to address deferred maintenance, and make needed repairs which put the facility at risk of closure.

By investing in licensed residential adult and senior care facilities, Sacramento County is ensuring that low-income, vulnerable residents have a safe and well-maintained place to live. These facilities accept the SSI Non-Medical Board and Care rate, which is significantly lower than the market rate. CCE Preservation funding plays a critical role in helping facilities remain open to older and disabled adults which helps prevent homelessness among this vulnerable population.​
