  1. Welcome & Introductions by Chair

Chair Dawn Angelo, welcomed all members and called the meeting to order at 2:03 pm

3.     Consent Items – ACTION (3 mins)

    1. Approval of June 25, 2025, Minutes – no statement on record

      Motion to approve the June minutes by Sharon; second by Maureen, Catheryn abstained, all approved.
    2. Approval of July 23, 2025, Agenda – no statement on record

      Motion to approve the July agenda by Kristen; second by Sery; all approved.

4.     AAC Business & Initiatives — NO ACTION (20 min.)

1.      Report from representative of the County Board of Supervisor -Aaron Chong

Aaron shared consideration being given to candidates (8) for an alternate position on the Agency on Aging Area 4 Board. No other major items to report. Harrison asked if the Board of Supervisors were giving consideration to local implications to the County budget based on the recent federal budget passed. Supervisors are reviewing as they prepare the 2026/2027 budget. A request was made for a future update/ presentation.

 

2.     Report from Senior and Adult Services (SAS)

A.    Brown Act Training for County Staff Partners

Contessa Bunn shared all County staff supporting Commissions recently participated in training on the Brown Act. She provided a copy of the power point presentation.

B.    5 Over 50

Kristen and Contessa shared that Senator Roger Niello sent certificates of recognition for the 2025 5 Over 50 recipients. They were sent out to recipients.

 

5.     New Business — NO ACTION (10 min.)

  1. Meeting with Congresswoman Doris Matsui office July 15

Dawn reported a request was received from Congresswoman Doris Matsui's office for an overview on Commission activity. She, Melissa Jacobs and Contessa met with a representative last Tuesday and share highlights.

​6.     Reports — NO ACTION (20 min.)

    1. Ad Hoc Committees:

a.     Housing & Homelessness
Maureen provided an update on SB 802 that is now 'paused'. The Committee will be monitoring. No other major updates.
b.    AAC Initiatives, Behavioral Health & Program Monitoring Committee
Sery shared that he and Sharon attended a meeting July 17 regarding the re-distribution of funds from Prop 1. The change takes effect July 1, 2026. The distribution will be - 30% Housing Solutions; 35% Full Service and 35% Behavioral Health. Top three concerns: 1) ongoing stigma to access help, 2) outreach and awareness (many unaware of what's available, and 3) Integrated care – need for better coordination.

Following last month discussion, the Commission does not have a role endorsing or writing letters of support for specific state legislation, although they could inform the Board of Supervisors of legislation that may be of interest. Executive Committee will discuss further and bring proposed process to Commissioners.
c.     By-laws Committee

Dawn reported for Debra. They met last month; agreed to plan. Will present in July.

d.    Public Awareness & Advocacy Committee

No update.

    1. Area 4 Agency on Aging  

Rebeca gave an update.

3.     Aging Resources Exchange

Catheryn shared last month featured the Renaissance Society. For July 29 there will be 4 speakers featured. Topics/ presenters are under consideration for September and October.

4.     Liaison Reports

No report.

7.     Recruitment and Orientation Committee (ROC) – NO ACTION (5 min.)

Dawn appointed Catheryn Koss as ROC Chair.

Dawn welcomed Commissioner prospect Delores Diaz. Delores introduced herself and expressed her enthusiasm to serve.

8.     Announcements - Open Forum and Discussion (5 min.) 

Aaron provided an update from earlier in the meeting. There will be no 'special presentation' to the Board of Supervisors regarding the implications to the County with the recent passage of the federal budget.

The Board of Supervisors and all City Mayors in Sacramento County will be meeting October 28 to discuss Housing and Homelessness.
